Section IV: Traffic Regulations

  1. General: Unless specifically authorized, no vehicle may access the main campus without displaying a current authorized permit Monday through Friday from 7:30 a.m. to 3:30 p.m. or access the PRC campus without displaying a current authorized permit at all times. Vehicles without permits or vehicles displaying permits ineligible to enter campus (“C”, “C+”, “M”, “N”, “N+”, “R”, and “S”) are required to stop at all traffic control kiosks. Upon permission of the kiosk guard, vehicles may pass through campus to drop off students, faculty, or staff. All must abide by these regulations which are supplementary to the ordinances of the City of Austin and the statutes of the State of Texas that govern pedestrians, bicycles, and motor vehicles.
  2. Police Regulations: Vehicle operation and parking may be prohibited under emergency and/or other law enforcement operational necessities. It shall be prohibited for any person to violate police instructions related to this section. In such circumstances, a citation will be issued for violators.
  3. University Police Officers/PTS Guards: All instructions by a university police officer or PTS guard must be heeded at all times.
  4. Temporary Restrictions: The Director of PTS is authorized to temporarily prohibit parking, stopping, or standing on driveways, streets, alleys, and parking lots and may cause traffic to be restricted or rerouted as necessitated by construction, emergency situations, or special events on campus, and by agreement with the City of Austin, on public streets. Notice of such restrictions shall be given by the posting of temporary signs or barriers by a representative of PTS or other university official. It shall be prohibited to violate such regulations.
  5. Vehicle Traffic: Unless otherwise posted, the maximum speed on campus is fifteen miles per hour. The maximum speed in pedestrian priority areas is five miles per hour, and the maximum speed in garages is ten miles per hour. All vehicles, including carts and bicycles, are required to stop completely at stop signs and to proceed with caution. Once a vehicle has legally entered a street intersection, pedestrians shall yield right-of-way until the vehicle clears the intersection. In pedestrian priority areas, pedestrians always maintain the right of way except in the presence of emergency vehicles. A flashing yellow light requires all vehicles to slow and proceed with caution. A flashing red light requires all vehicles to stop completely before proceeding proceeding with caution.
  6. Vehicle Obstructing Traffic: It is prohibited for any person to park or bring to a halt on the campus any vehicle in such a manner as to interfere with normal vehicular or pedestrian traffic.
  7. Vehicles in Buildings: With the exception of wheelchairs and bicycles (Section VII: Parking Regulations), no personally owned wheeled vehicle such as a passenger automobile, truck, trailer, motorcycle, or moped shall be placed, used, parked, or otherwise left within any university building, except parking facilities, at any time.
  8. Vehicles Driving on Sidewalks, Grass, or Shrubbery: It is prohibited for any person to drive a vehicle (including bicycles, mopeds, motor scooters, etc.) on a sidewalk, walkway, patio, plaza, grass, shrubbery, or any unmarked or unimproved ground area unless such areas are signed as a shared pathway and marked for driving, except as authorized by the director.
  9. Vehicle Emissions: The University of Texas at Austin is prohibited from issuing parking permits to faculty, staff, and students driving motor vehicles registered out of state unless the vehicle has satisfied the state requirements for vehicle emission inspections. Failure to register the vehicle in Texas and failure to display a current and appropriate Texas Inspection Certificate may result in a citation being issued to the vehicle operator.
  10. Motorcycles/Mopeds/Motor Scooters: Unless otherwise restricted, motorcycles, mopeds, or motor scooters may not be driven past the main campus traffic control kiosk between 7:30 a.m. and 3:30 p.m. At PRC and WPR, they may drive past the traffic kiosks unless otherwise restricted. Motorcycles, motor scooters, and mopeds shall NOT be ridden or operated on pedestrian walkways or sidewalks. On university streets, operators shall comply with ALL traffic control devices (e.g., one-way signs, stop signs, etc.).

    NOTE: Persons with disabilities on motorcycles or mopeds may enter campus and park in ADA spaces. Placard or plate must be displayed with a valid UT Permit.
  11. Bicycles, Low-Powered Electrical Bicycles, Scooters (non-motorized/Razor type and motorized) and EPAMDS: Employees, students, and visitors of the university are required to display the appropriate PTS permit on their bicycle, scooter, or low-powered electrical bicycle.
     
    1. Bicycle, EPAMDS, and scooter riding is prohibited in all university parking garages, except to access authorized bicycle parking areas.
    2. On all university streets and property, operators of bicycles, scooters, and EPAMDs shall comply with all stop signs, yield signs, and other official traffic control devices with the exception that they may proceed in either direction on Inner Campus Drive and on Trinity Street between Robert Dedman Drive and 23rd Street.
    3. Bicycles, scooters, and EPAMDs must be operated in accordance with and conform to local, state, and federal regulations.
    4. It is prohibited to operate a bicycle, scooter or EPAMD on the campus in a manner that jeopardizes pedestrian safety, and/or university or private property.
    5. All scooters (non-motorized and motorized) may only park at bike racks and are subject to the same parking regulations as bicycles.
    6. Riding bicycles, scooters or electrical assisted bicycles upon or along sidewalks shall not be permitted except:
       
      1. Where the sidewalk is part of a designated bicycle path; or
      2. When the operator or rider is preparing to dismount and park the bicycle or electrical assisted bicycle at a location on the block on which the bicycle or electrical assisted bicycle is being operated, or the operator has just mounted and has not yet crossed a street or alley.
  12. Skateboard, Roller-Skates (inline and others), and Hoverboards: Skateboards, skates, and hoverboards shall be allowed to operate on in campus in areas where a bicycle is permitted. Skateboards and skates must yield to pedestrians at all times. Skateboards, skates, and hoverboards shall comply with all stop signs, yield signs, and other official traffic control devices and not exceed posted speed limits when traveling on campus. Skateboard, skates, and hoverboard users must exercise caution to prevent injury to themselves and others.
     
    1. Skateboards, skates, and hoverboards shall be used as a form of transportation only. The use of skateboards or skates is prohibited within any building on the UT Austin campus or on any surface features including:
       

      -sidewalks
      -garages
      -staircases and steps
      -handrails
      -flower planters
      -ramps
      -or any other architectural improvement

    2. It is prohibited for any skateboard, skate, hoverboard, scooter or user to engage in trick riding on campus. Trick riding is defined as any type of movement where the wheels of the skateboard, in-line or roller skates, or scooter are deliberately removed from contact with the surface in a repetitive procedure.
  13. Passenger Pick-Up and Drop-Off: It is prohibited for any person to stop a motor vehicle on any street, alley, or driveway on the campus for the purpose of picking up or dropping off a pedestrian without first drawing up to the right-hand curb.
  14. Pedestrians: Pedestrians are subject to all official traffic control devices and should yield to emergency vehicles. They have the right-of-way at marked crosswalks, in intersections, pedestrian priority areas and on sidewalks extending across a service drive, building entrance, or driveway. Pedestrians may cross an intersection diagonally only where permitted by special pavement marking. Pedestrians crossing a street at any point other than within a marked crosswalk or within an unmarked crosswalk at an intersection shall yield the right-of-way to all vehicles on the street. Pedestrians shall not leave the curb or other places of safety and walk or run into the path of a vehicle that is so close that it is impossible for the driver to yield.
  15. Pedestrian Obstructing Traffic: It is prohibited for a pedestrian to stand on the traveled portion of any street, alley, or driveway on the campus in such a manner as to obstruct or prevent the free flow of traffic thereon; and in crossing streets, alleys, or driveways, pedestrians shall maintain appropriate motion when in the traveled portion thereof.
