Section VIII: Parking Permits

  1. General: A university parking permit is required to park on The University of Texas at Austin campuses from 7:30 a.m. – 5:45 p.m., Monday through Friday, and many additional spaces require a university parking permit at all times.
  2. Issuance of Permits: A parking permit will be issued upon application and payment of the parking fee to PTS. Permits will not be issued without UT EID credentials or presenting a valid photo ID. Up to three vehicles may be registered to one permit, but only one vehicle registered to a permit may be parked on campus at any given time. Failure to register a vehicle to a permit may result in a university citation. Individuals shall not lend, sell, or otherwise allow other persons to use their permit. Ownership of all permits remains with the university and is not transferable.
    1. The director of Parking and Transportation Services may issue special permits under the conditions and at the fees indicated in this regulation.
    2. Vehicles must be registered with the parking offices before any type of permit will be issued. Registration includes the vehicle(s) make, color, style, fuel used, license plate number, and state of registration. It is the responsibility of the permit holder to inform the parking offices of any changes in their vehicles (e.g., purchase of a new car), home or work addresses, contact information, etc.
    3. Purchase of a permit may not guarantee a parking place on campus. Purchase of a parking permit signifies that an individual has been granted the privilege of parking a vehicle on university property.
    4. Permits are issued to eligible faculty, staff, or students for the garage/lot they request. If there are no spaces available, applicants can be placed on a wait list for a particular garage/lot. An individual may be on the wait list for a maximum of two garages/lots. Waiting list sequence may be based on eligibility for the permit type, position, title, salary and the date of application to the parking offices.
    5. Individuals may only purchase ONE university parking permit, with the exception of class "B", "M", "N+", and "T" permits, which may be issued in conjunction with another permit.
    6. Permit holders are responsible for all fees and fines associated with their permits and/or registered vehicles.
    7. Acceptance of a university parking permit is acknowledgment that the university may make payroll deductions for outstanding parking permit fees.
    8. A permit will not be issued if the individual is barred or is otherwise ineligible for a permit.
    9. Issuance of a parking permit signifies that the permit holder agrees to abide by these Parking and Traffic Regulations.
  3. Surrender or Removal of Permits: It is the responsibility of the permit holder to request a return of his or her permit to PTS when they terminate their relationship with the university. Permits not returned to PTS for cancellation remain active and the permit holder is responsible for paying outstanding debt as monthly charges accrue. In addition, permits may be required to be surrendered or removed:
    1. When there is a change in ownership of the vehicle
    2. When a replacement permit has been issued
    3. Upon expiration or revocation of the permit
  4. Expiration of Permits: Expiration dates follow the academic calendar and are printed on the permits.
  5. Payment of Permit Fees: When an application is made for a permit, the fee charged will be for the complete permit period or for the entire unexpired portion of the permit period. Permits may be purchased in the following methods:
    1. Payroll deduction (class "A", "AN", "AN+", "F", "M", and "O" permits for eligible employees only)
    2. MasterCard (including Diner’s Club), Visa, American Express, or Discover
    3. Checks or money orders (made payable to The University of Texas at Austin)
    4. United States currency (in person at the parking offices)
    5. What I Owe (class "C", "C+", "M", "N", "N+", "R", "S" permits for eligible students only)
    6. University Interdepartmental Transmittal/IDT (departmental use only)
    7. Purchase Requisition (department use only)
  6. Permit Replacement Charges: A lost/stolen permit must be reported to PTS immediately. Permits reported lost or stolen may not be replaced without the approval of PTS. The permit holder must complete a Lost or Stolen Permit Report and submit it to PTS.
    1. Lost/stolen hangtag permits may be replaced for a fee of $20. Replacement dashboard permits may be printed from the permit holder’s parking profile at no cost.
    2. Replacements for hangtag permits will be issued at no charge if the permit, or its remnants showing the permit number, is returned to the parking offices.
  7. Permit Refunds: When a valid permit is returned or reported lost/stolen, the permit refund will be based on the number of days of parking privileges remaining. All requests must be filed within the same fiscal year in which payment was made.
    1. All refund requests must be accompanied by the permit, permit remnants showing the permit number, or a lost/stolen permit report.
    2. Refund requests will not be honored if the person's parking and driving privileges have been suspended, or if outstanding charges or other debts remain unpaid.
    3. All permit related refunds are subject to an administrative charge of $20 for expenditure need.
    4. Full semester refunds will be made to student garage permit holders provided that a written request is received by the first class day of the semester during which payment of the permit fee was made. Full semester refunds will be made to student surface permit holders provided that a written request is received by the 12th class day of the semester during which payment of the permit fee was made.
    5. Upon the approval of the PTS Director, faculty or staff may relinquish their parking permit for the months they do not work due to an approved leave or sabbatical. To avoid being charged for a specific month, employees should bring their parking permit to a PTS Office if they have a hangtag, or contact PTS requesting a return if they do not have a hangtag associated with their permit, by the third working day of the month. At that time, they may complete a parking application indicating the month of return and a space in the assigned parking garage/lot will be held for a maximum of 30 days from the indicated date of return. If a hangtag is associated with their permit, these individuals may pick up their new parking permit at the parking offices upon their return.
    6. Refunds will not be made on permits that are not returned in accordance with these regulations.
  8. Permit Renewals: Permit renewals are the responsibility of each permit holder. Failure to renew the permit for any reason is the sole responsibility of the permit holder and may result in the loss of the permit. All deadlines are final. Renewal notifications are a courtesy only and failure to receive a notification does not alleviate the permit holder of responsibility to renew the permit by the deadline.
  9. Permit Misuse: The penalty for unauthorized sale, distribution, counterfeit, or alteration of a university parking permit and/or the possession of an illegally purchased, distributed, counterfeited, or altered permit shall be the amount equal to the original value of the permit, plus all citations issued, including a citation for lost/stolen/forged permit. PTS also reserves the right to suspend campus parking privileges with no refunds as well as ban the vehicle displaying the illegal permit, or any vehicle registered or operated by the party(ies) found in possession of the unauthorized permit. Students may be referred to the Dean of Students and faculty/staff may have the matter forwarded to their dean or director for further action.

    Misuse of any permit shall result in confiscation of the permit, and a restriction on issuing permits for at least one year. No refunds shall be issued on fraudulent permits requiring a paid fee. Persons found displaying said permits in violation of this section will be subject to the appropriate fine, booting, and/or towing of their vehicle(s) and all fines relevant to the booting of the vehicle and all currently outstanding fines must be paid prior to the release of the boot.
  10. ADA Parking Spaces: These designated surface spaces are distributed across campus and reserved at all times for individuals with an appropriate state credential or license plate. ADDITIONALLY, all vehicles parked in ADA spaces between 7:30 a.m. and 5:45 p.m. Monday-Friday must be registered to a valid university permit (A, C, C+, D, D+, F, M, O, R, S, or UT System permit), unless otherwise indicated by signage. After 5:45 p.m., only the appropriate license plate or identification placard is required.
    1. Access beyond the kiosk will be allowed between 7:30 a.m. and 3:30 p.m. for any vehicle displaying the appropriate state issued ADA license plate or placard and one of the valid listed UT permits.
    2. ADA Parking without a UT Permit: Persons with disability license plates, placards, or permits issued by the State of Texas or by other states shall be honored in signed parking areas of the garages at daily parking rates. Additionally, they may park in surface ADA spaces between 5:45 p.m. and 7:30 a.m. Monday-Friday and on weekends from Friday at 5:45 pm to Monday at 7:30 am with the state issued ADA plate or placard only.
    3. Parking and Transportation Services may add, relocate, or remove ADA spaces as dictated by the needs of the campus and ADA regulations.
  11. Classes of Permits: The following is a detailed listing of the various types of permits:
    1. Class "A" (Surface Faculty/Staff): Class "A" parking permits may be issued to the following faculty or staff:
      1. Eligibility:

        Note: Employees assigned to any affiliated student non-academic or undergraduate student academic job titles are ineligible for an "A" permit.

        1. Any employee of the University of Texas at Austin who is not registered for more than 3 hours per semester or
        2. Post-doctoral fellowship recipients, visiting scholars, and consultants (verified by a letter signed from the head of their department) or
        3. Graduate students registered at The University of Texas at Austin for courses of instruction and who are employed by The University of Texas at Austin for at least 20 hours per week (verified by a mainframe, HRMS, or a signed letter from the head of their department) or
        4. Teaching assistants with less than a half-time appointment whose jobs involve a supervisory role in the public schools (verified by a signed letter from the head of their department) or
        5. Pre-doctoral fellowship recipients whose monthly stipend meets the full-time rate specified in the instructions (verified by a signed letter from the head of their department) or
        6. Research fellows (must be verified by a signed letter from the head of their department) or
        7. International visiting researchers (must be verified by a signed letter from the head of their department).
      2. "A" permit holders may park in designated class "A" parking areas, Longhorn lots, and after 2:00 p.m. daily in class "C" lots. The "A" permit is a general permit issued with no guarantee of a particular space or a particular lot.
      3. Certain spaces have been reserved after hours for vehicles bearing a current class "A" permit. These spaces are identified in the applicable lot and each area is specifically posted for times and days.
      4. Overflow in class "A" parking lots will not be validated in the garages. "A" permit holders must find another available "A" space, "Longhorn" space, or pay to park in the garage.
      5. To facilitate use of Gregory Gymnasium and Bellmont Hall, there are spaces available to "A" and "F" permit holders beginning at 4:00 p.m. daily, Monday to Friday. These spaces are located in Lot "F11" for Gregory Gymnasium and on San Jacinto Street south of Bellmont Hall.

        NOTE: Any class "A" or "F" permit holder may park for 30 minutes in another university surface space for loading/unloading with emergency lights flashing. However, this does not apply to "O", "F99", Carpool, Vanpool, "At All Times", ADA and metered spaces. If an employee transfers from one department to another department, the "A" or "F" permit stays with the employee as "A" and "F" permits are assigned to the individual and not the department where the individual works.
    2. Class "AN" (Surface Hand Assigned​): The class "AN" permit is for university shift employees only. It is valid from 2:30 p.m. until 7:30 a.m. in surface "A" lot spaces that are not restricted by posted signs or markings. It is valid after 4 p.m. Monday through Friday in F11, F15, and F16 spaces not designated "At All Times" and in select O spaces designated by signage around the Main Building. Additionally, AN permits may park in all F14, 18-36, 39-56 and 75-96 spaces including those designated "At All Times" after 5:45 p.m. and on the weekends. Class “AN” permits are available only by written request to PTS from Facility Services, University Dining and Housing, or from a department director, chair, vice president, or associate vice president, and will be issued upon final approval by the director of PTS. Each "AN" permit holder is responsible for the cost of the permit.
    3. Class "AN+" (Surface + Garage Hand Assigned): The class "AN+" permit holder may access the same parking areas as the "AN" permit holder. The "+" part provides garage access from 2:30 p.m. to 4:00 a.m. daily. Class “AN+” permits are available only by written request to PTS from Facility Services, University Dining and Housing, or from a department director, chair, vice president, or associate vice president, and will be issued upon final approval by the director of PTS. Each "AN+" permit holder is responsible for the cost of the permit.
    4. Class "B" (Bicycle): Employees, students, and visitors of the university are required to display a PTS bicycle permit on their bicycle. This permit is issued free of charge, regardless of affiliation. Registration may be completed online or in person at the PTS main office. Unregistered bicycles are subject to citation and/or impoundment. Bicycle lock removal service is available to owners of PTS registered bicycles. A fee will be charged for the removal of each lock, and bicycle owners are required to complete an impound release form to obtain their bicycle.
    5. Class "C" (Surface Commuting Student): Class "C" permits are issued to students who are registered for or auditing classes at the university. Class "C" permit holders may park in class "C" permit parking areas or Longhorn Lots. There is no surface student parking on campus between 3:00 a.m. and 5:00 a.m. Monday through Friday. Any vehicle left in the C or Longhorn Lots after 3:00 a.m. Monday through Friday is subject to citation.

      NOTE: Class "C" permit holders may not pass the campus traffic control kiosks unless otherwise authorized Monday through Friday from 7:30 a.m. to 3:30 p.m. except at the J.J. Pickle Research Campus, the WPR Building, and when traffic control stations are closed (subject to security requirements of the PRC).
    6. Class "C+" (Surface Commuting Student Permit with Evening Garage Access): Class "C+" permits are available to any student enrolled in the university. Class "C+" permit holders may access the same parking areas as class "C" and "N+" permit holders.
    7. Class "CM" (Commercial Motor Scooter): Class “CM” permits are issued to commercial scooter operators licensed to operate in the city of Austin for use on the UT-Austin campus. Commercial scooters without UT-Austin permits may be subject to impound and storage fees. Commercial scooters may only park in areas designated for bicycle parking at all times or other specific locations outlined by PTS. 
    8. Class “D” and “D+” (Persons with Disabilities): Class "D" and “D+” parking permits may be issued to anyone affiliated with the University and are honored in all ADA compliant spaces across campus with no additional fees outside of the cost of the permit with the display of valid ADA parking credentials. Additionally, “F” permits with valid ADA credentials displayed may also park in the compliant ADA spaces or spaces signed Special Accommodation. “D” and “D+” permits will be activated to allow for no additional charge access to all campus garages for utilization of garage ADA spaces. In addition to all ADA compliant spaces, “D+” permits will also allow access to Special Accommodation spaces, Monday-Friday between 7:30 a.m. and 5:45 p.m. (See Definitions: Section III)
      1. “D” and “D+” permits may be purchased without any medical documentation through the regular online permit purchase system. “D” and “D+” permits are only valid for parking in ADA spaces or Special Accommodation parking spaces on the UT campus and require display of a valid ADA credential.
      2. Persons with disabilities on motorcycles or mopeds may enter campus and park in ADA compliant spaces. The state-approved placard or plate must be displayed with the UT “M” permit.
      3. Vehicles registered to a university class “D” permit, with the appropriate state-approved license plate or placard on display, shall park only in ADA spaces specifically designated as ADA compliant Monday through Friday, from 7:30 a.m. to 5:45 p.m. These spaces are located in various surface lots and garages. The garage spaces may be accessed with the “D” or “D+” permit at no additional charge. After 5:45 p.m. only the appropriate license plate or identification placard is required. After 5:45 p.m., certain fees may apply for ADA parking for those that do not have UT permits.
    9. Class “D+” (Persons with Disabilities Special Accommodation): The class “D+” permit holder may access the same parking areas as the "D" permit holder. Additionally, “D+” permit holders may also park in the Special Accommodation parking spaces across campus with the display of a qualified ADA credential.
    10. Class "E" (Exercise): Class "E" permits may be issued to non-university affiliates who are participants in the adult fitness, Recreational Sports and Texas Swim Center programs. Adult fitness participants shall be certified by the department of Kinesiology and Health Education. Eligible members of Recreational Sports must present a current RecSports membership card with eligible affiliation. This permit may be purchased for an annual fee. Class "E" permit holders may park in lots signed for class "E" permits (i.e. — "F 11" spaces and on San Jacinto Blvd south of Bellmont Hall from 4:00 p.m. to 7:30 a.m.), "A" spaces along San Jacinto Blvd from 21st St south to MLK from 4 p.m. to 7:30 a.m., "C" spaces in Lot 80 from 4 p.m. to 3 a.m. and 5 a.m. to 9:30 a.m., and Longhorn Lots at the Pickle Research Campus. It also allows parking in Brazos, Trinity and Manor Garages from 5 a.m. to 8:30 a.m. and from 4 p.m. to 11:59 p.m. on a space-available basis. The class "E" permit is not valid in any other space to include "F99", "O",  "AT ALL TIMES" or metered spaces.
    11. Class "F" (Faculty/Staff): Class "F" permits may be issued to main campus employees of the university not registered for more than 3 hours per semester or Post-doctoral fellowship recipients, visiting scholars, and consultants (verified by a letter signed from the head of their department) or International visiting researchers (must be verified by a signed letter from the head of their department).

      NOTE: Any class "A" or "F" permit holder may park for 30 minutes in another university surface space for loading/unloading with emergency lights flashing. However, this does not apply to "K", "O", "F99", "At All Times", ADA, and metered spaces. If an employee transfers from one department to another department, the "A" or "F" permit stays with the employee as "A" and "F" permits are assigned to the individual and not the department where the individual works.

      1. All "F" permits may be distributed based on a ranking system using title and salary.
      2. Lot assignment will be made through renewals, on a space-available basis, or from the wait list based on the individual's title or salary.
      3. Class "F" permit holders may park in the lot designated on their permit or any "Longhorn" lots. The first two digits of the class "F" permit number denote the academic year and the three digits following the letter F denote the lot number (e.g. 12F11 is a 2012 "F" permit valid in lot F11). Additional spaces are reserved after regular hours (7:30 a.m. – 5:45 p.m.) for vehicles bearing a current class "F" permit.
      4. When an assigned lot is full, class "F" permit holders may go to the nearest parking garage and pull a ticket to park. To be validated, the permit holder must immediately inform the garage office attendant or the PTS office at (512) 471-7275 to report the overflow condition. PTS or the parking garage office will validate the parking and dispatch a parking enforcement assistant to verify the occupants of the lot and issue citations for those in the lot that are not permitted to park there.
      5. To facilitate use of Gregory Gymnasium and Bellmont Hall, there are spaces available to "A" and "F" permit holders beginning at 4 p.m. daily, Monday through Friday. These spaces are located in Lot "F11" for Gregory Gymnasium and on San Jacinto Street south of Bellmont Hall.
    12. Class "F75-F96" (Special): Special permits will be issued to departments and schools that have unique and special requirements to fulfill their mission or purpose. The director of PTS will review all requests and make permit and space allocation based on the best interest of the University of Texas at Austin. Organizations will be required to purchase the "F" special permit at the approved rate for a class "F" permit. If the "F" special permit is displayed on a vehicle belonging to an employee of any of these organizations, then a current university parking permit must also be registered to the vehicle using the class "F" special permit. The cost of these permits is the responsibility of the department or agency.
    13. Class "FDP" (Departmental): The "FDP" permit is for departmental use to conduct official university business on The University of Texas at Austin campus. This permit must be displayed to be valid. The intent is to give mobility and flexibility to the user. Prolonged or continuous parking in a specific lot is not authorized. The departmental permit is valid in Guadalupe and San Antonio Garages, "A", "C", "F", UT Vehicle spaces, or Longhorn Lots. It is not valid in ADA (unless displayed with a state ADA placard or license plate), "F75-96", "F99", "K", "O", "OV", "AT ALL TIMES", or meter spaces. FDP use in F15 and F22 spaces is limited to weekdays 4 p.m.-8 a.m. Parking in F14 is limited to the Painter Hall service drive Monday through Friday from 7:30 a.m. until 4 p.m. This permit is valid in an LZ space for 30 minutes with the vehicle's emergency lights flashing. The cost is the same as a class "F" permit. This permit may not be used as a personal faculty/staff permit.
    14. Class "M" (Motorcycle/Moped/Motor Scooter): Class “M” permits may be issued to faculty, staff, and students with motorcycles, motor scooters, and mopeds. Motorcycles, mopeds, and motor scooters may only park in designated motorcycle parking areas from 7:30 a.m. to 3:30 p.m. Operators of these vehicle types may park in surface lot automobile spaces after permit restrictions have lifted as indicated by signs; they may not park at any time in automobile garage spaces. Class “M” permit areas are restricted to motorcycle/ moped/motor scooter parking only at all times, and a university permit is required as signed. Unless otherwise restricted, motorcycles, mopeds, or motor scooters may not be driven past the main campus traffic control kiosk between 7:30 a.m. and 3:30 p.m. At PRC and WPR they may drive past the traffic kiosks unless otherwise restricted. There is no charge for the class “M” permit with the purchase of certain other university permits. The “No Charge” provision does not include class "B", "E", "N", "N+", "R", and "VSP" permits or to students with an on campus dorm resident status. Full payment for the automobile permit is required and no more than one of these permitted vehicles is allowed on campus at a time.

      NOTE: Persons with disabilities on motorcycles or mopeds may enter campus and park in ADA spaces. Placard or plate must be displayed with a valid UT permit.
    15. Class "N" (Evening Surface Permit): Class "N" permits are available to anyone affiliated with the university. Access is on a space-available basis and may be limited during special events. The “N” permit is a valid surface permit after 5:45 p.m. Monday – Friday and all day on Saturday and Sunday. "N" permit holders are restricted to Longhorn Lots and spaces available to "Any UT Permit" weeknights 5:45 p.m.-7:30 a.m. and all weekend Friday 5:45 p.m.-Monday 7:30 a.m. The N permit is valid at the Charles Alan Wright Fields (Intramural Fields) weeknights from 4 p.m. until 7:30 a.m. and all weekends Friday 4 p.m.-Monday 7:30 a.m.

      NOTE: Class "N" permit holders may not pass the campus traffic control kiosks unless otherwise authorized Monday through Friday from 7:30 a.m. to 3:30 p.m.
    16. Class "N+" (Evening Garage & Surface Permit): Class "N+" permits are available to anyone affiliated with the university. This permit is available as a single parking option, or as a supplement to another university permit. Access is on a space-available basis and may be limited during special events. The “N+” permit is a valid surface permit after 5:45 p.m. Monday – Friday and all day on Saturday and Sunday. Garage access is valid Monday through Thursday from 5 p.m. to 4 a.m. and Friday at 5 p.m. through Monday at 4 a.m. "N+" permit holders are restricted to Longhorn Lots and spaces available to "Any UT Permit" weeknights 5:45 p.m.-7:30 a.m. and all weekend Friday 5:45 p.m.-Monday 7:30 a.m. The N+ permit is valid at the Charles Alan Wright Fields (Intramural Fields) weeknights from 4 p.m. until 7:30 a.m. and all weekends Friday 4 p.m.-Monday 7:30 a.m.

      NOTE: Class "N+" permit holders may not pass the campus traffic control kiosks unless otherwise authorized Monday through Friday from 7:30 a.m. to 3:30 p.m. except at the J.J. Pickle Research Campus, the MCC Building, and when traffic control stations are closed (subject to security requirements of the PRC).
    17. Class "O" (Administrative): Class "O" permits are extremely limited and designed for those with unique and special job requirements on campus. Class “O” permits are issued by request only through PTS. Class “O” permits will ONLY be issued to those officials authorized through the office of the president of the university. Class “O” permits allow individuals easy access to move around the campus. Class "O" permits are valid in all lots and garages at all times except ADA and metered spaces. Parking in ADA spaces requires the authorized persons with disabilities plate/placard.
    18. Class "R" (Garage Resident Student): The class "R" permit may be purchased by a student who has a valid university on-campus residence hall contract. All class "R" permits are issued for a specific garage. The number of class "R" permit spaces is limited, so those that receive this permit will be determined through a random lottery. For returning residential hall students, the lottery and assignment will occur in May before the start of the actual academic year. Priority of the selection will go to those students who have lived in a university residence hall the previous year. If there are "R" spaces available, another random lottery will occur in July. "R" spaces may also be distributed through renewals and open sales.
      1. Class "R" permit holders are allowed parking in the parking garage designated on their permit and Longhorn Lots. Parking in the designated garage is restricted to the upper floors Monday through Friday until 5 p.m.
      2. Class "R" permit holders may be required to relocate to accommodate university-sponsored events. When this happens, the permit holder will be notified by e-mail.

        NOTE: Class "R" permit holders may not pass the campus traffic control kiosks unless otherwise authorized Monday through Friday from 7:30 a.m. to 3:30 p.m. except at the J.J. Pickle Research Campus, the WPR Building, and when traffic control stations are closed (subject to security requirements of the PRC).
    19. Class "S" (Garage Commuting Students): The class "S" permit may be purchased by university students who do not reside in a university resident hall. All class "S" permits are issued for a specific garage. "S" spaces will be distributed through renewals and open sales. Priority of the selection will be to those students who have parked in the garage the previous year.
      1. Class "S" permit holders are allowed parking in the parking garage designated on their permit and in "Longhorn" lots.
      2. Class "S" permit holders may be required to relocate to accommodate university-sponsored events. When this happens, the permit holder will be notified by e-mail.

        NOTE: Class "S" permit holders may not pass the campus traffic control kiosks unless otherwise authorized Monday – Friday from 7:30 a.m. to 3:30 p.m. except at the J.J. Pickle Research Campus, the WPR Building, and when traffic control stations are closed (subject to security requirements of the PRC).
    20. Class "T" (Kiosk Guard): The "T" permits are issued to official visitors to the university. "T" permits are issued by the guard kiosks for temporary parking for a general use of two-hour visitor spaces.
    21. Class "T" (Temporary): Class "T" permits may be issued in areas where space is determined to be available. A fee may be charged for such permits based on the number of months used. Scratch-off or special one-day permits may also be available as a type of temporary permit and may not be issued to faculty, staff, or students.
      1. Class "T" permits are valid only in the space designated on the permit, for the date and time issued, and must contain the signature of the official authorized to issue the permit.
      2. Class "T" permits may be issued to departments and organizations upon payment of the appropriate fee. Cancellation or changes must be made prior to that date to avoid paying a permit fee for unused permits.
    22. UT Systems Permit:
      1. Board of Regents
        1. Valid in any A, C, Longhorn Lot or Garage and any F Lot except those marked AT ALL TIMES
        2. Student Regents must use a standard student parking option when not conducting office board business
      2. UT System O permits
        1. Valid in any A, C, F or Longhorn Lot or Garage
        2. Valid in any other space except for parking meters
      3. UT System 1-5, G and temporary permits
        1. Valid in any A, C, Longhorn Lot and any F Lot except those marked AT ALL TIMES
    23. Class "V" (Vendor): Class "V" permits are issued by PTS to a company or corporation that provides services to The University of Texas at Austin. This classification does not include sales representatives, consultants, or contractors. Vendors may park in any university Service Area, Loading Dock (subject to Loading Dock regulations stipulated in Section VII: Parking Regulations), or Loading Zone (LZ) for up to two hours. If a surface lot space is used, the service must be completed within 30 minutes with the emergency lights flashing and excludes "At All Times" spaces. "V" permits are issued to the following groups of vendors:
      1. Contract Vendors — PTS must be informed of any contractual commitment concerning vehicle parking or access. The vendor or university department coordinating the "V" permit is required to provide payment for the permit, and the cost of parking will be included in the university contract. The sponsoring university entity will ensure the university's interests are protected during contract negotiations.
      2. Daily Vendors — Salespersons, consultants, or other commercial agencies that are not university-sponsored vendors will be referred to one of the university parking garages; or if special parking locations are needed other than a university garage they must coordinate with PTS to purchase an annual, monthly, weekly, or daily "V" permit at the current rate.
      3. Commercial Delivery Vehicles (e.g. Coke, UPS, FEDEX, Ozarka, Sparkles, Sysco) - Large delivery trucks that service campus may park in marked commercial loading zones for up to 2 hours and unrestricted loading docks. Should there be a need to unload in A or F spaces, deliveries must be made and removed before 7:00 a.m.
      4. Delivery Vehicles – Quick delivery vehicles doing business on campus have a need for short term parking. Quick delivery vehicles with a company logo may park in the locations noted for the "V" permit above and in any A, C, or F space not signed "At All Times" for 30 minutes with flasher on.
      5. Members of the Press – Members of the press as identified by the Office of Public Affairs. V-Press permit holders receive an additional dashboard permit that designates them as members of the press. V-Press permits are additionally valid in UT Vehicle spaces.

        NOTE: It is the responsibility of the sponsoring university department or agency to make the determination as to the type of services being provided to the university and to notify PTS in writing.
    24. Class "VIP" (VIP): The "VIP" permit is issued to non-university affiliated special guests of the university, upon request by a dean, director, or executive officer of the university. The "VIP" permit is valid in any space on campus with the exception of metered spaces, "F99" spaces, "O" spaces, or ADA spaces (unless a state disabled placard or license plate is displayed).
    25. Class "VSP" (Visitor Scratch-Off): Class "VSP" permits are issued to university departments or others as authorized by the director of PTS upon payment of the appropriate fee. A "VSP" permit is valid for only one day. The permit may be used in any surface parking space not designated “AT ALL TIMES”. It is not valid in ADA (unless a state issued ADA placard or plate is present), K, O, or meters.
  12. Retired Faculty/Staff: Retired employees and those designated as faculty emeritus may obtain a parking permit by completing a parking application at the main PTS office in the Trinity Garage (TRG). Faculty and staff members retired from the university (with either emeritus status or those receiving an annuity from an approved source) continue to be eligible for the class of permit they held at the time of retirement with the exception of “O” permit holders. “O” permit holders may be issued F98 permits after they have retired, or other permits upon approval of the President. Emeritus or retired faculty or staff will be charged 50% of the permit fees, provided that they have no other university appointment for compensation or are not registered for more than three class hours or classified as a student. If the employee’s permit is to be retained after retirement, it must be purchased no later than six months after the date of retirement. Retired employees are not eligible to wait list for permits, but all employees remain eligible for “A” permits or non-wait listed garage permits at any time after they retire.
  13. Non-University Personnel: Personnel working for, belonging to, or otherwise affiliated with organizations or agencies located on the main campus may purchase an annual parking permit upon application approval. If an applicant is not otherwise eligible for a university permit, the director of Parking and Transportation Services, using existing guidelines, is responsible for making a determination of the class of permit.
  14. Carpools: Two or more university commuters who travel to and from one of the university's campuses in the same vehicle are eligible for carpool status at the university (Resident Hall students are not commuters and therefore are not eligible to participate.) All members of the carpool must be employed or registered at the university, have approximately the same schedules, and live within the same commute area. Approval of carpools is subject to the discretion of the director.
    1. All carpool members must complete a carpool application. Carpool members are required to complete the carpool application annually. The permit holder will be required to renew the existing permit, or a new permit will have to be purchased for the carpool.
    2. One of the participants must have a valid UT parking permit before submitting the carpool application. (Motorcycles, motor scooters, mopeds, and bicycles are excluded from carpool permits.)
    3. Only one university parking permit may be issued per carpool, and any additional permits associated with the carpool members must be returned. Only one of the registered carpool vehicles may be parked with the carpool permit at any time.
    4. Specific carpool spaces may be established in class "A" or "C" lots by the director, for class "A" or "C" permits with three or more people.
    5. PTS shall be notified immediately when there are any changes (increases or decreases in riders) or if the carpool is dissolved.
  15. Occasional Parking Program Credits: All University of Texas at Austin employees eligible to purchase a faculty/staff permit are eligible to purchase Occasional Parking Program credits. Occasional Parking Program credits provide space-available access for select UT parking garages at a discounted daily rate with advance purchase.
  16. Loading Dock Placards (LD): "LD" placards are issued specifically for parking at restricted loading docks (RLM, NMS, and WEL). Placard eligibility and distribution is determined by the building manager/department representative.
